Symposium to discuss implementing Land Construction Law on Marota City
The symposium held by the Damascus governorate on 08/02/2018 discussed with the owners of the organizational shares in the first regulated area located behind Al Razi “Marota City” the mechanism of implementing law 82 Land Construction Law and building license manual. The CEO of Damascus Cham Holding, Mr. Nasouh Al-Nabulsi, explained that “the Land Construction Law is not aimed at the financial commissioning of the owners, but to help them and organize the work. The owner must realize that there are two phases of its implementation, the first includes subjection and does not entail any fees and the second commissioning and the fee that is commissioned resulting from the failure of the owner to obtain the license or start the construction within the specified period. Mr. Nasouh Al-Nabulsi pointed out that the seminar explained the mechanism of application of the law. Indicating that there is a possibility to study the objections to the commission through a judicial committee that examines the objections and take its decision of exemption or commissioning. Stressed that the period of the year granted for the license is under a comprehensive legal text for all regulated areas in Syria and the legislator found that this period is sufficient to obtain a building license. Nabulsi confirmed that Damascus Cham Holding is coordinating with a number of banks and financiers to establish the first mortgage finance company to help citizens in the regulated area and other areas in financing the construction of their real estate. He also expected the completion of infrastructure for Marota City area in September 2019, knowing that 80% of the tunnels were completed. The meeting was characterized by distinguished attendance and fruitful discussion of citizens' inquiries.
